CONSENT AGENDA - General Business
Approve the minutes of the regular meetings held on August 15, 2024, and September 5, 2024, and the special called meetings held on August 20, 2024, August 28, 2024, at 9:30 a.m., and August 28, 2024, at 2:30 p.m., subject to any necessary corrections.

Approve the Real and Personal Property corrections and exemptions as recommended by the Board of Assessors and the Chief Appraiser at their Thursday, August 22, 2024 meeting, with clarification that this does not approve a tax refund.

Leif) (FC 3-0)Authorize the issuance of a purchase order to Lenco Armored Vehicles for $324,940 to purchase an Armored Rescue Vehicle utilizing a sole source procurement exemption receiving pricing based off of a GSA contract, and amend the FY25 Police Seizure Fund Budget to increase revenues and expenditures in the amount of $264,940 utilizing undesignated fund balance and transferring $60,000 from the approved FY25 other small equipment budget to vehicles to cover the cost of the vehicle.

Robinson) (FC 3-0)Authorize the issuance of a purchase order to Allan Vigil Ford-Lincoln for the purchase of two 2024 Ford F-150s for the Recreation & Parks Department utilizing a cooperative purchasing exemption (Georgia State Contract) in the combined amount of $97,364 with funding to be provided by the FY25 Fleet Fund.

Smith) (FC 3-0)Award a multi-year contract to USA Services of Florida for the Glynn County Annual Street Sweeping Program, consisting of monthly and bi-weekly sweeping of designated arterial and collector roads in Glynn County, with funding to be provided by the FY25 Public Works Operating Budget.

Smith) (FC 3-0)Authorize the issuance of a purchase order to Sapelo Equipment Company in the amount of $176,900 with $175,000 in funding provided by the Fleet Fund capital equipment budget and $1,900 provided by the Accommodation Excise Tax Fund capital equipment budget remaining from savings on the Jet Vac purchase, for the purchase of two enclosed Cab 4x4 tractors with mowing decks for right of way mowing with funding to be provided by the FY25 Fleet Fund.

West) (FC 3-0)Approve the issuance of a purchase order to Critical Components, Inc, utilizing a single source exemption, to perform a manufacture recommended UPS revitalization service for the Sheriff's Office in the amount of $81,590, with funding provided by the FY25 Information Technology Fund - GCSO APC UPS Revitalization.
(D. West) (FC 3-0)Approve the Guaranteed Contract with Brunswick Memorial Park Cemetery and Funeral Home for the purchase of a crypt, to be used by the Coroner, in the amount of $7,500 with funding to be provided by the FY25 Coroner's Budget.

Neu) (FC 3-0)Accept a grant award from the Department of Justice in the amount of $3,700,000 for a regional communications upgrade to first responder radios, to include Glynn County Police Department, Office of the Sheriff, Glynn County Emergency Management Agency, GB911 and Brunswick Police Department and amend the FY25 Grant Fund budget for this project by reducing revenue and expenditures by $1,220,000.

Property is located at 135 Taylors Drive, 23 Elsa Drive, and 7256 Blythe Island Highway (parcels 03-16401, 02-00580, and 02-00503). (The Board of Commissioners deferred this item from the meeting of September 5, 2024, after the public hearing was held and closed.)
