Approve the minutes of the regular meetings held on August 15, 2024, and September 5, 2024, and the special called meetings held on August 20, 2024August 28, 2024, at 9:30 a.m., and August 28, 2024, at 2:30 p.m., subject to any necessary corrections.

Approve and authorize the Chairman to sign and submit the transmittal letter and authorizing resolution on behalf of the Brunswick Area Transportation Study (BATS) for a FY26 5303 Federal Transit Administration (FTA) grant application.

Authorize the issuance of a purchase order to Lenco Armored Vehicles for $324,940 to purchase an Armored Rescue Vehicle utilizing a sole source procurement exemption receiving pricing based off of a GSA contract, and amend the FY25 Police Seizure Fund Budget to increase revenues and expenditures in the amount of $264,940 utilizing undesignated fund balance and transferring $60,000 from the approved FY25 other small equipment budget to vehicles to cover the cost of the vehicle.

Award a multi-year contract to USA Services of Florida for the Glynn County Annual Street Sweeping Program, consisting of monthly and bi-weekly sweeping of designated arterial and collector roads in Glynn County, with funding to be provided by the FY25 Public Works Operating Budget.

Authorize the issuance of a purchase order to Sapelo Equipment Company in the amount of $176,900 with $175,000 in funding provided by the Fleet Fund capital equipment budget and $1,900 provided by the Accommodation Excise Tax Fund capital equipment budget remaining from savings on the Jet Vac purchase, for the purchase of two enclosed Cab 4x4 tractors with mowing decks for right of way mowing with funding to be provided by the FY25 Fleet Fund.

Accept a grant award from the Department of Justice in the amount of $3,700,000 for a regional communications upgrade to first responder radios, to include Glynn County Police Department, Office of the Sheriff, Glynn County Emergency Management Agency, GB911 and Brunswick Police Department and amend the FY25 Grant Fund budget for this project by reducing revenue and expenditures by $1,220,000.

ZM-24-16 – 135 Taylors Drive Rezone:  Consider approval of a rezone from Highway Commercial (HC) and Conservation Preservation (CP) to General Residential (GR) and Conservation Preservation (CP) for the purpose of a residential development. Property is located at 135 Taylors Drive, 23 Elsa Drive, and 7256 Blythe Island Highway (parcels 03-16401, 02-00580, and 02-00503).  Peter Schoenauer, Tidewater Engineering, agent for HGB Properties, Inc., owner. (The Board of Commissioners deferred this item from the meeting of September 5, 2024, after the public hearing was held and closed.)
